Thoughtfulness

Before a fair decision can be made, there must be time to listen. There are two sides to every story, and a good listener hears what others miss. A thoughtful judge will not judge a book by its cover or make decisions based on assumptions. Instead, the court should remain balanced and even-minded, carefully weighing the facts, listening to all sides, and taking the time to get it right. Every person who enters the courtroom deserves to be heard, respected, and treated fairly. That is thoughtful justice: balanced and fair.

Served as a Judge Pro Tem since 2021, presiding over criminal and civil matters in King County District Court and Eastside municipal courts.

Safety

Everyone deserves to feel safe in their home, at work, and in their community. Safety begins long before a case reaches the courtroom, with strong communities, good policies, and the people who respond when something goes wrong. The courtroom is an important part of that process, where accountability can help prevent the same problems from happening again. That means treating the cause, not just the symptoms, and looking for thoughtful alternatives when they can make our communities stronger. A safe community protects the most vulnerable, offers a path forward, and practices compassionate, holistic accountability.

Empathy

Walking a mile in someone else’s shoes means taking the time to understand what they may be carrying with them. Every person who enters a courtroom has a story, and understanding that story helps a judge make better, more thoughtful decisions. Whether seeking justice, facing accountability, or simply trying to move forward, every person deserves the same dignity we would hope for ourselves. Seeing the person, not just the case, reminds us that empathy costs nothing but can mean everything. Empathy does not mean lowering standards or excusing actions. It means building trust in the process while creating a path toward accountability, healing, and a better future.

Served as a court-appointed Guardian ad Litem for vulnerable children, investigating family circumstances and representing the child’s best interests.
Provided bilingual legal services, helping clients overcome language barriers and access legal advice.
Served families in need through KidVantage, helping support children from low-income families with basic necessities.
Supported young people in her community, including more than a decade as a Girl Scout troop co-leader and volunteering in Bellevue schools.

Meet Bianca Tse:

My story began in Hong Kong. When I was 6 years old, the Tse Family (Pronounced "Say") came to the United States in search of a new life. We put down roots in King County, and I came to learn what so many immigrant families know well: nothing is handed to you. You work hard, help your family, and never forget where you came from. That belief has guided me in my life. I attended the University of Washington and later Tulane Law School. It was there, while working with people facing discrimination who could not always afford legal help, that I found my calling. I wanted to stand up in the courtroom and help people find their voice.

After law school, I came back home to King County and spent more than 16 years as a Deputy Prosecuting Attorney protecting the community. Handling everything from DUI and property crimes to robbery, assault, and homicide cases. I tried cases before juries and spent years learning that every case is more than a file. Behind every case are real people whose lives have been completely changed by what happens in the courtroom. Since 2021, I have served as a Judge Pro Tem across King County and the Eastside. My promise is simple: justice for all through thoughtful, safe, and empathetic leadership.

Today, I am a mother of two Bellevue school graduates and lead Tse & Associates, helping families, businesses, and members of our diverse community navigate the legal system. I am proud to provide bilingual legal services to help people who might otherwise struggle to be heard. When I am not practicing law, I give back by supporting families in need through non-profit boards and youth organizations across the Eastside.
